In Daisuke's timeline, the GODs were all killed by Zamasu, and another Zamasu that didn't take Goku's body but instead used the Super Dragon Balls to erase the angels of Earth 220.
Zamasu was stopped by Vegeta, Trunks, and Goku, however the world still needed Hakaishins and Angels. A tournament was held by Zeno and the Grand Priest.
As if by luck, a Vulpera toying with a dimension gun he built (alongside his alternate timeline counterpart, Morgan) ended up in Daisuke's reality, he heard of this tournament and participated alongside Morgan.
The two of them were one of the few victors in the tournament and were promoted to Hakaishin and Angel.
Jasper here is of the Hunter class, however most of his guns and two handed weapons he uses are a product of his ki.
Jasper heard of Daisuke's adventures and wanted to fight him, seeking the perfect opportunity after Daisuke was killed by Selina (another Saiyan) then brought to Other World, he bargains with him, fight and win against him for his life back over at his planet, Vol'dun.
