Quad Anthros can often get away without wearing clothing, but the fact is that clothing is incredibly useful. So they tend to have as many options as a bipedal anthro. Allen is no exception.

One might be excused for thinking that this is a costume that Allen has, but no. This is a genuine aviators setup for flying in open cockpit aircraft. Only as a passenger though, as he isn't built to operate the controls.
