Based on a scene cut from the theatrical and home video releases of the film, this appears in an early promotional video for the film before its release. This is one of many scenes cut from the final film that isn't even in the deleted/additional scenes section hell it's not on any of the trailers or TV spots I believe made to promote and advertise the film it seems like the rest of the scene is lost and the entire scene may be somewhere within the archives of Warner Bros. hidden probably part of the lost R rated cut of the film that's been rumored to exist for years but still has yet to be found as of now although it's not really a rumor if James Gunn himself confirmed the existence of this R Rated cut version. The lost R rated version probably might've had the rumored cut lesbian kissing scene where there would've been implications of well Velma being lesbian, and a cut scene that zooms in on the license plate during the scene with Scooby and Shaggy at the beach after the 2 years later text. And an alternate ending where Old Man Smithers was behind the whole Spooky Island scheme.
