Meet Terrestrial; the ruler of the Eques Isles; an archipelago of islands that is ahead of other nations in terms of technology. They have a thriving shipbuilding industry, both for sky and sea, and are cutting edge - granted, it's with steampunk level tech, but still. Terrestrial was around since the early years of Celestia and Luna, being a filly when Luna was originally banished.

Her relationship with Celestia has been strained for a long time, but has gotten better in the last 100 years. Partially because of Cadence, who has acted as a sort of bridge between the two.
