And, yeah, from what I've read Weegee pretty much used Kodak Super Panchro Press (ASA125) f16 1/200 with a whopping big flash from 10ft. He practiced the distance until he could do it automatically.

1/200 makes sense because he was a press photographer. Shoot quick, make it acceptably sharp and nothing more. There was a discussion on the subject a few years ago on the LF forum if you’re interested:
