What counts for most, skill or muscle? It all depends on how much of each you've got.

If reading up on marvel and dc has taught me that skilled fighters can take out those with a muscle and armor. The same thing can be said with those muscle and armor taking out those far more skilled then they. Part of me wants to see things go south for herman and his crew and have the fat cat find himself in some actual legal hot water
I'm reminded of a scene from an old Iron Man issue: The bad guy du jour (another power-armored character) was in battle with Iron Man and Start fired an EMP, disabling both their suits. Both fighters were now lying flat on their backs, trapped within their respective suits.
Bad Guy: "Cute move, but once my suit finishes rebooting in twenty seconds, I'm gonna kick your ass."
Iron Man: "Twenty seconds?" *Stark sits up like Mike Myers* "My suit only needs five."
Bad Guy (still immobilized on the floor): "Oh crap..."

Tactically, Jack has an advantage, if he can take advantage of it:
The other thug's suit has an exposed exoskeleton, Happy Jack has a 'skin' protecting the rods and pistons, even if it's just biker leathers.
If he gets both hands on a rod, or even one hand and the right leverage, Jack can start 'crippling' the suit's limbs.
And if Jack can get behind the thug, and get some leverage against that exposed power pack, that's checkmate right there; without power, that suit's just +/- 200lbs of liability.
