I find that the overkill rubber outfits are a good shorthand way to portray 'cubi as not being quite normal in their attitude and social conventions. Also they get a kick out of people's reactions to it.
Realistically, wearing rubber as much as these folks do would be horribly impractical - on the other hand shapeshifting and other magic probably helps considerably.
