No, you're right about that mistake -- it should be "who," not "but". The silly thing is that I corrected that when I was doing the editing to post the story here, then forgot about it when I did the final draft and put the mistake back. =:P
And its quite something that, if Hazel hadn't stopped him, he'd have had no hesitation in killing Knapweed and Stitchwort.
Well, that's (deliberately) left up in the air a bit. Bigwig certainly means to do so -- if Hazel's been seriously harmed -- but I wonder whether he actually would have done, when it came right down to it. After all, he's lived in Efrafa and seen what a truly violent rabbit society is like. I'm not sure he's quite as cold in such circumstances as he thinks he is any more...

Well, I expand a bit on my thoughts about Bigwig in my reply to your comments on the next chapter, but I think there may be an element of image in there... but also an element of his genuinely not knowing any more. Like most of the Sandleford rabbits, he has changed in the months between the start of WD (late spring of one year) and when this story is set (March of the following year).
