Zovi here is usually seen in cities for some odd reason--he's a rare sighting, but when he IS seen, he's out exploring any random town in any random region. The one place he's consistently seen at is this little Poké-mart. They're an independent restaurant/grocery establishment in Celadon City, which is usually dominated by that giant department store downtown. Because of that, the store owner is perfectly happy to hand the lad a bit of free food from time to time.
It's a symbiotic relationship. After all, who WOULDN'T turn their attention to a store when there's an oversized, clothes-wearing mythical Pokémon nibbling on their crepes recipe just outside?
