I checked, I'm still not certain.
But I know for a fact that that hat looks like a mangled German hussar cap, either that or a modified Landsturm cap with the iron cross ripped out for whatever reason.
I checked again, it's probably a fictional uniform, but considering the Iron cross I assume it's either Austro-Hungarian or Germanic.
