I think the transformation is semi-permanent, as in, it doesn't wear off, but it also can be reversed if you want.
It looks to me that the message is "If you don't feel safe or otherwise unprotected, use this TF so you can always be able to fight back." While showing 2 potential moves one might use for said purpose.
