Before you ask: Yes, Tails can use the Chaos Emeralds to become Super Tails as established in Sonic Mania. Previously, he was only able to turn super with the Super Emeralds in Sonic 3 & Knuckles.
And no, the "shield" in Sonic Heroes does not count as his super form imo.
