This is the base design for a new character called CryoTarragon, and he's a NetNavi, whose a martial artist owned by a user whose a expert at fighting games, especially on arcade machines. They were originally thought up based on Magma Dragoon, but changing up the fire motif to a more icy one, and here they are!
