Spotted in the wild... a Nissan Figaro, a retro roadster from the early nineties. I don't think they were officially sold in the US.

They were never sold here, which was a pity, but since the 25 year rule has expired, they can be legally imported, though they are fairly expensive in good condition. Plus shipping costs and paperwork. Best to find one that's already been brought in and registered.

Port doesn't matter, that's importation and for that it's the feds and the 25 year rule. You can't plate it in CA without somehow convincing a CARB referee that it should be allowed and under what cutpoints for smogging it. Utah, Nevada or even Arizona plates are common for Cali car guys who can get them. (...and that's a whole other ball of wax...)
If it was Michigan, no problem at all. Not even a safety inspection. <3 MI. (I say this as a current Michigan resident and an escapee of the Bay Area.)
