This is "Flash Harry," the narrator and central figure of the upcoming Spontoon Islands story "Knocking Down the Fares," which takes place on the wide-open and violent Krupmark Island.

As of the fall of 1941, when the story takes place, there are two trolley companies on the Island: Krupmark Illuminating (KILL) and the Ft. Bob United & Consolidated Public Service Company (FUCuPS). Their three-times daily trolley runs are the subject of massive betting on the island, in no small measure because the rival trolleys are armed with guns and artillery, to make sure their rivals don't make it back to the car barn. Conductors and motorfurs have to make 52 runs to collect a big payout. As such, they work themselves through a card deck, Spades being the toughest, most experienced furs.

Flash Harry (so called because of his mode of dress) is one such Spade.

The conceit here is that this is a locally-produced tobacco card in a set showing all of the stars of the trolley companies. Hence the ornate signature of the artist in the lower right. Deservedly so: Karno is a superb draughtsman.
