Tough choice!
I actually very much like Lightning's design and *coughahem* outfit *koffkoffsomuchexposedohboy^.^*
However, I would vote Bullet, simply because there's tons of otter stuff out there already. Raccoons are a lot less explored, and it's particularly rare to see a fit coon like that.

Yeah it is a tough one. But I'm attached to both of them so I put it to a vote. You bring up an excellent point though, raccoons seem to be kind of rare in a super hero position.
