I wouldn't say they look down on their kids, its just the kids are annoying to them. It's more of a blunt and slightly annoyed observation that their kids tend to act like animals. Drekir parental styles, if they were done with humans, would be neglectful. But drekir offspring tend to be well built to survive on their own.

Generally drekir offspring are heavily wired with survival instincts in their early life, they are able to seek out their own food, water, and socialize with their fellow younglings. Its both hard to see any cognitive development in younglings and also very difficult to actually sit them down and get them to pay attention to lessons. On top of that drekir tend to lack the patience to tolerate kids and having to go through a lot of difficulties for seemingly little benefit is generally too much for drekir.
It's more common to wait until they're around the age of 8-10 years old, as at that point you start to see the survival instinctive hardwiring wear off and cognitive development starts to really show.

Though of course in the Thalmvar there are plenty of technologically advanced societies that are still also tribal societies of varying types, so the technological progress doesn't always lead to the adoption of urban child raising systems.
