That is rubber. Whitewalls were still common enough in the 1970s. I remember having them on my first car, a 1972 Chevy. But by then the white had shrunk to a stripe only about an inch wide. The stripe was only on one side, so you could have the cars mounted with them out and visible, or in and hidden.
