I always said this was the perfect plan. Add it to the water supply (not hard for a bureaucrat like Bellwether.) Just a trace, but the city becomes more and more violent, people having random outbursts. Tolerance dropping random protests and riots over things like the sizes of parking spaces. Nobody knows what's going on as the city crumbles from within.
