Yes, you can ask for this kind of type. What is it looks a little bit like somekind of fake comic page. BUT I DO NOT MAKE A WHOLE COMIC PAGE(s)! Just only something like this.
Acually these are my test pages for the comic to see it can be work or not for a comic. And yes I working on a comic, but sadly it goes really slow.

Also I used on this artork (on the skeleton dragon) glow in dark paint. It glowing wonderfully~ But sadly it has weird texture on the paper becouse I can't put on it as flat as you can do it with watercolors. It dries really fast. Hard to work with it, have a weird texture, but the effect what you get in the night, worth it.

If you do not affraid of that what I said about the paint, you can ask for it. But I warned you!
