My friend introduced me to an in-development build of Krita, which has dedicated pixel brushes, and a screentone brush within that, so it's really easy for me, but specific to the program. Before when I used Paint Tool SAI, I made all my screentones by hand with a hand placement, then a lot of copy-pasting and clipping groups.
