Bit of a modified Fulton extraction, but yeah, pretty much! They usually use a balloon, in order to keep things quiet.
Here's the method that they're using now. Not as quiet, and takes longer, but much easier to manage. It was developed by Nate Saint, a Christian missionary in the 1950's, who was trying to make friends with very hostile tribes.

The idea is that they aren't particularly worried about quiet at this point and the advantage of the sudden, rapid and hard to stop extraction would be more preferable in spite of the added noise. Minimizes the time any local fauna has to react and also minimizes the time a disgruntled agent with a gun has to sabotage the thing in any way that would compromise the mission.
