Well yeah, I mean, consider what would happen if you were to bring a simple Casio calculator watch back to 1965.
And conversely, consider how "advanced" you would be in a post-apocalyptic future where you had an advanced understanding of previous technology, to the point where you could use it if you found some that was still functional.

Oh yeah technology can be a powerful thing. Of course in the dragonscape you can't really find many electronics that work at all, and of that 1% that does work you have no way to charge it up or even have a way of knowing if it works in teh first place. So electronics (along with most things) are mostly useless slabs of material that are often dissected with the individual bits and pieces going to other practical or decorative pursuits.
