People tend to overlook the pokemon that don't evolve, but they do come with quite a unique quirk. Since they never evolve, it's much harder to tell how old they are, which lets those of them that like to bab out do it without fear of persecution. I mean, if you were walking down the street and saw a diapered Maractus, then a diapered Blaziken, which would you assume is an actual baby?

I dunno how but Gamefreak's pokemon designers made me wanna hug a cactus. I know I can't but it's so tempting! Like touching those little caterpillars that look fuzzy but actually aren't.

And yes I did base the diaper off Petey Piranha's diaper, cause IT'S DAMN CUTE.
