Wattiz is still absorbing electricity from that small electric cable, he lowered his head a bit to keep it still in range of his little mouth, or maybe he just wanted a better look of the now tiny city while nibbling more of that electric cable.
At least that city get to enjoy the cute face of a big pichu now.

At least they didn't flump themself right ONTO the little city. No match for chubby tubby pichu. d:
Heehee, straight ahead is pichu face, and looking nearly straight up is still the same gigantic face. Probably looking all close at the town to find any little teeny tinies to pick up and nuzzle! Gotta be extra gentle though but with chubby paws it might be difficult >w<
