Anywho, a little bit on this. Morrigan Shepard is born and raised in Ireland, but spent some time in Scotland after the death of her parents. Afterward with the help of Anderson, she got enlisted in the Alliance, and went on to do the normal things in the military. Training from N1 up to N6, then went to Akuze. That was where she was the sole survivor.

Since that point, she's been cutting her hair short (look at ME1). She's kept it pretty short and maintained at shoulder level, and that's how it looked throughout Mass Effect 1.

BOOM! Shepard died. Come along to Mass Effect 2, the effects of being dead are showing. Hence the white hair. Her heart started beating 5 months before the whole chaos of killer robots and having to be forcefully woken up by Miranda. Her hair had been growing during those 5 months, so what we are seeing (in ME2 picture) is that the parts of her hair that is white is where the color and pigments have bled out/died so her hair is white, and the blue/black portion is her healthy living hair that is growing back.

Chaos happens, defeat the collectors, here comes ME3.

I'm a little headcanon in this aspect, she wasn't detained and locked up for 6 months, but instead on the run for 6 months trying to prepare for the reaper invasion. During that time she's cut off the white parts of her hair, and now its more trimmed and healthier. She let it grow out as well. That's how her hair looks throughout ME3.
