Hmm. Lizard species of some sort, in all probability, so the size of the boots isn't so much protection as simply full body covering over heavier hindquarters. A communicator's available, so there's probably a team of 'em about. The tank/gun combo could be some sort of sprayer, but there's a catalyst/mixing tank on there as well, so could be flammable or have some other sorta chemical reaction engaging once whatever's in the tank is released.

Generically, could be a water salamander or somesuch with a combustion flamethrower, there as first line of defense for her species against Things From Beyond that don't take well to being lit on fire.

Perhaps she's a heavy response police patrol, with the weapon firing a thick glop that hardens on contact to gum up and eventually stiffen its target into immobility. Or more of a thick latex gel that coats said target for 'contamination control.' Considering this is me we're talking about, at that point the HRPP fires an airline into the coated victim and inflates the latex, reducing the chance at escape and providing breathable air to the enveloped individual.

Looks like a direct injection gun to me. With an air tank containing some sort of lighter than air gas? Maybe a gas even lighter than helium or hydrogen? XD
