The characters shown are Valkiro and Rudi, Rudi being from a comic strip Zodd creates called Gaypardo, which I'd definitely recommend. I have no lore for this post. Much of the time, I imagine Valkiro more as an actor, The Kindleflames and The Vladmiss Empire being some odd bunch of movies or TV shows he stars in. Off set, he's just a guy!:D ... so yeah, no interstellar politics or descriptions of grand machines in this description, I'm afraid.
