This is seriously one of the best Vaporeon tfs I have seen, and I have seen a lot. The way the scales march across the body, the confusion evident on her muzzle, and delightful posture and background are simply sublime.

Hot damn, this is the kinda stuff you just stare at in some awe. The kinda thing where you hit just about everything that makes a transformation SO good. You've got the still-human proportions in place, just changed; the cetacean skin overtaken, but the human build's still there, just...changed; and then you've got the obviously inhuman flipperfeet (and still-changing opposite foot - nice touch on the merging toes and arching proportions) Also, the stippling Vaporeon rubber (scales? scaly rubber?) still spreading over the remainder of the human skin is GREAT, showing off the gradual transformation in spades. The lil' hints of clothing you've got tearing is great, and man, the clothing remaining is super detailed.

And the expression on her face! You've got the perfect '...wait, what!?', but it's not obvious panic; it's kinda 'h-heeeyyy...' in that faint note of wonderment, curious, the muzzle wondering 'hey, what if...'

You knocked this one out of the park, man. Well done!
