The arguing went on for decades whether it was a ghost of someone once alive, and whether the face underneath the mask, if that's what it was, resembled anything human. At first, when the shadowy form suddenly started appearing, it freaked the pilots out and for a while anyting that went badly in a flight was blamed on it as a bad omen (not helping that the sightings began after a gruesome accident leaving two pilots dead). But as a time went on, no correlation really was descovered and it became just a resident ghost to gossip about and make up tales. A lot of years gone by like that, untill one morning a new wave of cadets was strolling through when the ghost, barely seen, never touched (and oh, there were who tried), rushed to them as if coming finally alive and cought one of the cadets by the sleeve, creeking with a voice that it itself almost forgot how to use: "At last... I waited for you for so, so long"
