It's a freeware/shareware art program, similar to painter but with a different feel and set of controls. You can download the free version (what I'm using now, 'til I have money to spend on the full version!) at their website: http://www.artrage.com/

I love the was the color of the head extends down into the body of the beast. It's a lovely continuance of beast. Great action coiled in the beast too.
