This is Karl Volker, a former Captain (Hauptmann) in the Wehrmacht in the Second World War. He was inducted into a secret super soldier program in 1944. A good rule of thumb is not to lie about the nature of an experiment to the subject. In this case, he was turned into a werewolf. The good news is that was what the program was meant to do. The bad news was that he could never turn back. The scientists neglected to tell him that. They also neglected to tell him that they planned to vivisect him to learn more about the process of the experiment. Luckily for him, Volker maintained his mind and personality, as well as his bitter anger about what had been done to him. He killed the scientists, destroyed the lab, and vanished into the night.
A few weeks after the war ended, he was found by Allied soldiers. In the previous months, he had learned how to speak again with his new muzzle and vocal chords. He explained the situation, and was taken back to the US. He was recruited into an organization (sponsored by the victorious Allied governments) of "unique" individuals to deal with a few rogue experiments left over from the war. He's going to have to come to terms with what he has become, as well as eventually reconnect with his immediate family who survived the war.
It will be an uphill battle. Luckily, Volker is a tough wolf.
