The protagonist of an alternate-reality setting that takes place in Seattle, WA, where the city has expanded to three times its modern size and the world is inhabited by furry folk. Due to the immense size, Seattle has become a breeding ground for supernatural behavior. Cultists, aliens, sorcerors, mad scientists and more have emerged, creating havoc for the populace. To this end, the D.E.P. was formed - the Department of Eldritch Phenomenon, an organization similar to a police station with an emphasis on subduing paranormal activity.

Kennedy is meerkat currently employed as the corporal of the DEP. Having idolized his brother all of his life - who is currently a special operative in the DEP - Kennedy performs his role well, both as a leader and as an active agent. During his youth, his body suffered an attack resulting in a series of strokes and brain hemorrhaging that rendered him insane. His older brother has since then discovered a medicine that temporarily patches his sanity together, allowing him to function. Should he forget a dose, though, he returns to his cackling muddled self who can only think about consuming any given chemical he can get his hands on to alleviate his suffering.
