Scrolling tongs or scrolling pliers. These are used for making little curly cues in pieces of hot steel with better accuracy in scroll shape. You can actually hammer a scroll into the piece you want by curling it down over the edge of the anvil, then facing the nearly C shaped towards the sky and then tapping it back towards you with the hammer.
