As I recall, there was an actual operation werwolf, intendet to basically make Germany worthless to the occupiers once Hitler realized he's lost.
It didn't really work, most people sort of lost faith in him at that point and the rest couldn't operate with no support network.
If it was like this, they might have done rather better... and made even more people want to be nearby to watch.

There wasn't a "non-evil" branch of the SS. Even the guys who didn't guard death camps were still vile bastards. Hence the massacre of Allied soldiers by SS units during the Battle of the Bulge. They were killed because the combat detachments of the SS didn't want to take them prisoner and be forced to guard them, thus slowing their advance.
Being evil was actually an entrance requirement to join the SS. I'm pretty sure during the job interview they made prospective recruits strap puppies to their fists and then punch little old ladies.

There was a soldier branch of the SS which was filled with crack troops and did douche stuff that became increasingly more desperate and non-PC as Germany lost.
Then there were the guards of certain prisons that enjoyed having to meet quotas of "Jews and Political Prisoners" dead and sought to find new ways to kill, and new excuses to kill.
Which one tarnished the the other's reputation? I personally think it was the prison guards since most people don't realize there were two divisions in the SS. The shooting of Allied soldiers? That's what soldiers do during a war. Yes, it was breaking international law, but it wasn't a crime against humanity.
Anyways, lets stop bickering and enjoy the sexy evilness of the werewolf in uniform.
