This is part of a project that my roommate and I have been working on as a sort of Halloween special. She's a fanfic/ femslash writer and has many chapters she's crafted based on Once Upon a Time and one day, we were thinking about Disney villains who had no song. We soon thought about the Horned King from the Black Cauldron. It was from there we teased the idea of the Horned King invading the world of OUAT and soon, we were Gung ho about it.
