In the Dragonscape, the Dakoner are a nomadic group of tribes that wander along the Great Plains, from the Dakotas to Oklahomas that makes their living as a pastoralist peoples, herding wyrms across the Great Plains. The outfit here is a relatively common form of attire that many of these tribals wear.
The Wool of the long wyrm (a nonohndemic mutation of sheep) is the biggest skill of these pastoralists. Being master weavers of wool they travois looms with them from location and location, weavling layers of woolen blankets and clothing to help in the cool falls and springs as they head south for the winter and north for the summer. In addition to being a big trade item with the more stationary tribes they meet on their journey it is their own main material for manufacturing clothing.
The wyrm skull the drek is wearing is a religious thing. Religiously the Dakoner believe that god has humbled them away from the sins of technology and through the gift of herding. They furthermore have the superstition that God can see through the skulls of the wyrms as well as the living wyrms that they herd and live off of. So through wearing the wyrm skull they allow God to see through their own eyes, it is a way of showing the powers that be that you are doing your part as a humble shepherd of the Great Plains. It is also common to see wyrm bones as decorations on dakoner tents and travois, most every aspect of a dakoner drek's life is watched by a wyrm skull somewhere. Everything from their herding work, to trade, to sleep and eating, even during sex it is expected to let a wyrm skull watch so yeah, they are pretty crazy about wyrm bones.
