my idea is that he'd be a rotating visitor who stops by at night and wanders the beach in search of star fragments! the neon paint would work like a custom paint job and make parts of existing furniture glow in the dark. maybe he'd stay longer during new years for a festival where he sells some of his own designs hmmmm
