As a translation from the above comic "All naturally hear the call of Fim Eodin therefore come with me"
IE: It doesn't matter if there is a language difference, it's the driyalk's job to try regardless, the idea being the belief that most dragons are born with the knowledge of fim eodin and should therefore already know that they have a duty to uphold the castes of the world order
And if they choose to leave anyways well in that case they're actively being heretical, they should know their duty in life therefore leaving means they're purposefully ignoring it.
Sivilao culture is pretty arrogant and presumptive and in some ways a bit backwards... but sivilao civilization is also the biggest civilization of the Americas at this moment so it's worked for them so far!
