So satisfying to see that smug smile from the first two panels wiped off quickly* and to see that both marines, carnivore/omnivore and herbivore alike, are into the order given them.

Yes. They are the commander in chief. They are the highest authority in the military. As long as it is within the boundaries of the law, i.e. the prez can't just order military use on their own citizens, then he can restructure it as he pleases. Just in recent events look at the Navy captain Trump removed because he leaked to the media about the Corona outbreak on his ship and how his command wasn't doing sufficient to stop it.
I worked as a DoD contractor at a Secret-Level Navy Research Base for three years. When one of the Captains disagreed with the brass, he was quickly declared insane and hustled off to a military hospital. When one of the civilian 'sand crab' technologists did the same thing, he got the identical treatment -- I was assigned the task of escorting him off base. At least they didn't lock him up in the Government funny farm.
It was the acting secretary of the navy who fucked that one up, probably based on some internal pentagon politics. I doubt Trump even heard about it until it started blowing up on social media and then the press. then he is kind of trapped at that point. he either admits his appointee is a fuckup or backs him up, probably with very little information in the situation. Because that is not a thing that needs the President to decide. Damned if he does, damned if he doesn't. Further complicated by his unwillingness to ever appear ignorant of the details of a situation.
And "Blackjack" Pershing should have been up on charges/lined up against a wall for his shenanigans of the very last day. Instead of holding defensive positions and staying put for the sake of his men and their families, he threw his men into a meatgrider for the privilige of walking a few more miles into Germany before the final whistle blew.

Yes, but usually it's taken care of at a lower level. Look at the US Army in the first years of the civil war, big mistake part I, big mistake part II, and Korean "police action". Large numbers of officers at all ranks relieved of command, and usually shunted to a position of non-importance. Because a peacetime army and a wartime army want and promote very different kinds of leadership.
Unfortunately for the US military, President Johnson's micromanagement during vietnam gave enough plausible deniability that the careers of a number of high ranking idiots didn't get terminated. Clinton's, Bush's, and Obama's lack of clear political goals in the ongoing military messes in Iraq and Afghanistan have left the US well stuck the quagmire.
