There hasn't been an outright explanation yet. Four pages back she reveals the bears have their own DNA which they are able to rewrite, and that this mechanic is unstable in Cammy, which is why Katsuko warned the others not to touch him. That's the basis of the full explanation that will be expanded on soon.
