A story about how I met Starlight, and to help explain star dragon adoptions/bonding a bit more.

Pretty much, all star dragon adopted out are from Moon Veil, some going to heal, others just for a place to stay. What their owners do with them is up to them though. This is also why you can get plush star dragons (PM if you want one ever) and why they can be represented by fursuits; to help spread the word about the species.

I don't really consider Starlight to be a fursona, but instead more of otherkin.
