In case anyone wanted to know, yes  rogue does give out treats. At least until the curfew and it's his time to have Halloween fun. What kind of treats? Humans, what else? The trick or treaters that come to his cave react differently to these unique treats. Some make pets out of the humans, some set the humans free, and others...well you can pretty much guess. As for the pumpkin, well it was a display on some contum shop and  rogue decided it would look nice outside his cave instead of on that building. After he leveled the building the owners had no further use for it anyway.
