Amanda Waller has played out her hand as President of the United States. With the help of Lex Luthor, she has the major figures of the Justice League either apprehended in custody or killed-in-action.
Her next act is enacting Project Enclave, a failsafe protocol in case of nuclear warfare by mass upgrading the US military. What better time to enact martial law than in a world of super-powered beings? Soldiers are equipped with energy weapons and wore Power Armor strong enough to match the Atomic Skull. If rumors are true, a select few have been spliced with a mixture of metagene and the FEV. All thanks to the combined efforts of Lexcorp and the Enclave’s reverse-engineering of confiscated Waynetech. Under the law of the Enclave, superpowered beings must be registered under the US government; or be penalized as wanted criminals for vigilantism, terrorism, and disorderly conduct.
Gotham City has become both a hub for curfew and a rallying point for the uneasy alliance between superheroes and villains against the might of the Enclave. Harley Quinn makes her demonstration.
“Halt!” demanded the Enclave soldier. “This area is under control of the United States government. Vacate immediately.”
