Phira takes on a surprisingly young Istrala pupil named Celeste. Celeste seems to be enjoying Phira's hat in spite of the fact that it's a bit too big for her.

So, generally speaking, when an Istrala is formed, it is adult-sized. But there are always exceptions. Perhaps an age regression~?
