Well, it can happen that it just zapps you and TFs you into any kind of being. I mean, sometimes around some human holidays, it tends to turn me into other creatures, aside my dual-default form human/dragon. It is allready a regular thing for me to end up as a deer at times around Christmas.

Here, for you to see. And ha, mere touching won't actually do anything. As far as I can tell, it has to be bound to somebody carrying a draconic sould. Yeah, I was born human, yet carrying a dragon-soul, which is why it reacted to me, and thus I can also control it. A human, or any other sentient being cannot control it, as far as I can tell.
The other major ability it has is to help me travel to different worlds / realms. Though that drains its stored magical energy reserves pretty much entirely. Though I do that from time to time to find out why the dragons that aparently lived in my realm some long time ago disappeared. So yeah, just touching the pendant does not transform people, and if they are not a draconic soul-bearer, the change simply reverts by itself after 6-8 hours. I am still trying to figure out the pendant's full potential,I have to say.

Easter can be tricky too. And don't get me started on the turns of Chinese new year's eve, as they symbolize each year with another animal. I mean, tiger, rooster, snake, ape, dragon.... that is a reason why I don't visit east Asia around their turn of a new year. Otherwise I'd go poof and end up as a new creature in the middle of the street. I mean, look at what happened to me and a friend at Halloween.

Enedia: Humans have caused so much death and destruction. They have burned my home to the ground and murdered most of the people there, making the rest slaves. I escaped with my mother who died 4 days later. They are scum to me. Turning them into carefree animals makes sure that they do not cause any more harm.
Hmmm, understandable to feel in such a manner for humans. And yes, I totally understand because of such actions to feel resentments for them all, but... isn't it a bit harsh to judge an entire group of people for the actions of a few? I am totally fine with punishing evil-doers, I would totally suppport you there.
