It turns out there is actually still some magic left in that mask of Majora's. The chaotic powers within clashed with Link's innate blessings from the Goddess and became that which he had truly sought to be.

As golden scales replaced his skin, and a definite head-tail grew, Link realized one thing through all the pain: it was going to be an awkward first meeting with Prince Sidon when he got back to the Domain.
