Spyro is a rather adorable dragon character and probably little surprise that he's in quite a few tickling drawings, so this is likely no worse than anything he's gone through before, though with the detail that's gone into the patterning of the scales Aros probably wants to get a good feel of the texture of them so why not go for the two methods of fingers and tongue. As for Spyro, is his expression one of terror or maybe just psyching himself to really let loose with the laughter.
