He was back to normal size, and proportions as well, much like the mew had promised. Bolting up to a standing position, the water reached up to the lugia's knees instead of just barely the bottom of his toes, the boulder to his side towering over him instead of the other way around. He was back to normal, even glancing back to his tail and seen it was at its regular thickness.
“I-I'm back to normal again!” he cried out in joy, throwing his curled wing-hands up in celebration, unfolding them as he readied to take flight. With a powerful flap and sending water out in a wide spray, he took flight and started to head away from the region, banking in his flight along the way.
The mew had been watching though, from behind a wooden beam on a pier next to where the lugia had been resting moments ago, its tail swaying slightly.
“Huh…he wasn't supposed to shrink just yet…” the mew trailed off, watching the lugia's figure grow more distant with each second. “Something made him shrink down before my power could come into effect.”
“Ah well, not entirely my problem.” the mew giggled when it turned away from the pillar. “Though I might follow him just to see how things unfold.”

Hours later on an island a fair distance from his previous location, the lugia would glide down towards a rocky outcropping, rearing his wings back just before he touched down to make the landing smoother. The feel of the sun-heated stone was a welcome feeling, relaxing to let his wing-arms rest as he fully came to a halt in his spot. Letting out a sigh of relief, the lugia would simply stay in his spot, listening to the sounds of the waves lapping at the nearby beach, occasionally glancing out at the human-made structures that laid abandoned a short distance away.
His relaxation though was interrupted when he felt some kind of tingling going through his body, opening his eyes to try and find out what it was that was doing such. His eyes snapped open when he saw the world starting to visibly grow…no, him shrinking in broad daylight, a yell coming out from him as he glanced down, seeing the previously small gap in the stone he was on racing up towards him. The shrinkage would soon pause, the lugia letting out another yelp as he found himself fall right into the gap in the stone, just able to catch himself when he threw his wing-arms out to either side of him to grasp onto something.

All visual effects are achieved with the use of the Super DoF(Depth of Field) and usage of Life Mod, which allows various color alterations, hues, and bloom effects to make for some truly spectacular shots.
Minor edits were made in GIMP, to change the position of the eye in frame one, with six images stacked on top of each other of fading transparency for frame fourteen to deliver the shrinking effect, along with some punctuation marks for the sake of delivering reactions.
