The mayor had to find a solution for Umbras who want to enjoy the beach without causing much trouble. They had to arrive early before anyone else to find a good spot. Giant chairs was a temporary solution. Umbras can get comfy while the rest can walk underneath. Sure it's less room exposed to sun but Earth Umbras are scarce anyway.
